International Conference in Cairo Concludes as Part of the “Global Research” Project

An international conference held within the framework of the “Global Research” international scientific-innovative project in Egypt, with the participation of Azerbaijani scientists, has successfully concluded. During the visit, participants became acquainted with Egypt’s leading scientific institutions and laid the foundation for important academic and cultural cooperation initiatives.

One of the key highlights of the visit was the international conference titled “Ethical Issues in AI: Navigating Risks and Responsibilities.” Delegates also took part in the “DSC MENA” Summit, visited the “Knowledge City” technopark in Cairo, attended the “Data Science & AI” conference held at the Egypt University of Informatics, and participated in an exhibition showcasing innovative startups.

These events provided a significant platform for discussing the ethical development of artificial intelligence, the mitigation of potential risks, and the promotion of international cooperation in the field. Distinguished scholars, industry leaders, and innovators from various countries delivered speeches on the future development of AI, the need for regulation, and its societal impacts.

During the event at the Egypt University of Informatics, Egypt’s Minister of Communications and Information Technology, Mr. Amr Ahmed Samih Talaat, emphasized the necessity of addressing the threats posed by artificial intelligence not in the future, but starting today. He also underlined the importance of data security and technological governance as priority areas.

Representing the Azerbaijani delegation, Associate Professor at the Academy of Public Administration under the President of the Republic of Azerbaijan and PhD in Political Science, Mr. Cahangir Cahangirli, delivered a speech on “The Impact of Artificial Intelligence on Political Decision-Making Processes.” He stated, “Artificial intelligence facilitates the analysis of big data in political decision-making, enabling more accurate and faster decisions. It can support policymakers in areas ranging from public opinion analysis to risk assessment. When properly guided, AI can become a valuable tool in decision-making processes.”

During the conference, the head of the “Global Research” project and Director of MIE Azerbaijan LLC, Ms. Mehriban Malikova, also delivered a speech highlighting the importance of developing national-level intelligence management systems (National Intelligence – NI) to reduce and manage AI-related risks. She stated, “I am proud to announce that on March 19, 2025, the President of the Republic of Azerbaijan approved the ‘Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025–2028.’ This strategy is a major step toward the responsible development of AI in our country. As the head of the ‘Global Research’ project, I dedicate this speech to the importance of AI strategies and their role in shaping an ethical and safe future.”

As part of the visit, the delegation also held meetings at several prestigious higher education institutions in Egypt, the Khari Bulbul Center, and the Egypt-Azerbaijan Friendship Society, where they discussed potential areas of collaboration and presented various initiatives.
